ORA-14272: only a partition with higher bound can be reused
Cause:
User attempt to reuse a lower-bound partition in ALTER TABLE MERGE PARTITIONS statement as the resulting partition which is illegal.
Action:
Use the higher-bound partition to be the resulting partition or specify a new partition name
